He suggested pension benefits for governors who serve two terms, mirroring Members of Parliament’s entitlements, to reward service and encourage good governance. On infrastructure, Raila backed national oversight of major roads but advocated devolution of services affecting local communities, warning against the inefficiencies of centralized decision-making. He also urged reducing the national government’s control over counties, transferring more powers—especially regarding education, anti-graft enforcement, and local development funds—to county administrations. Raila called for county assemblies, not the Senate, to oversee governors, and proposed rewarding top-performing counties.
